Breadth of Services & Products

The National Institutes of Health (NIH) is aware that most Government Agencies are experiencing increasing requirements for imaging systems to convert paper documents for electronic storage, to provide document management, and manage administrative correspondence work flows. Imaging systems are also becoming more prevalent as research tools in clinical, biological, and radiological research areas. Geographic Information Systems (GIS) are also an area of interest to the NIH in global health trials and other Federal Government agencies. As with all computationally based technologies, imaging system capabilities are rapidly changing. The pace of this change coupled with the lengthy process for establishing acquisition and maintenance contracts for these systems has often been a problem. Requirement specifications which are more than a year old may miss important capabilities and lead to a shortened useful lifetime for the procured system. The NIH recognizes that a need exists to keep pace with new acquisition contracting methodologies. In response to this need, NIH has implemented ImageWorld2 as a means to address these needs Government-wide.

Task Order Steps for Service

1. CUSTOMER Defines the Requirement
Customer submits Task Order Requirements Package (TORP) to NIH
  1. Statement of Work (SOW)
  2. Customer & CO Points of Contact
  3. Independent Government Cost Estimate
  4. Proposal Instructions/Due Date (5 days after posted)
  5. Evaluation Criteria
  6. Fair Opportunity to Be Considered/Exception
  7. Funding Intentions (options)
2. NIH Posts RFP To Prime Contractors
  • NIH assigns IW2 Tracking Number & sends e-mails
3. CONTRACTOR(s) Submit Proposals to Customer
  • Proposals sent electronically (5 days after posted)
4. CUSTOMER Evaluates & Selects Contractor
Customer submits Solution Recommendation Document Package (SRDP) to NIH
  1. Revisions to TORP (if any)
  2. Copy of all proposals received
  3. Evaluation data for each proposal
  4. Source selected & rationale
  5. Identify Customer CO's Order Number
  6. Identify funding & separate NIH 1% Fee
  7. Signature of Accountable Management Official (AMO) - Customer or CO
5. NIH Sends Customer NITAAC Approval Letter
  • Receipt of all documentation acknowledged by NIH
6. Customer CO Issues Funded Order to A-TEK
  • A-TEK begins work, bills maximum 1% Fee to forward, & sends copy of order to NIH
7. Task Order Closeout
  1. Customer completes Past Performance Evaluation Report
  2. A-TEK submits Report with Final Invoice

Delivery Order Steps for Products

1. CUSTOMER Defines the Product Requirement
  • Identify COTS Hardware, Software, System
2. A-TEK Provides Quote
  • Price Contract Line Item Number (CLIN) from Contract (over 700 CLINS at award) OR adds new CLIN
3. CUSTOMER Evaluates Pricing
  • Customer reviews and compares price to other IW2 Contractor Pricing via web http://nitaac.nih.gov (until NIH RFQ System online)
4. CUSTOMER Selects Best Value Source (A-TEK)
  • A-TEK obtains NIH Authorization Number for Delivery Order
5. CUSTOMER CO Issues Funded Order to A-TEK
  • A-TEK bills 1% Fee to forward, & sends copy of order to NIH
6. A-TEK Performs Order
  • Customer has full acceptance authority
7. Delivery Order Closeout
  • If over $100,000, Customer completes Past Performance Evaluation Report
  • A-TEK submits Report with Final Invoice
