Breadth of Services

The National Institutes of Health (NIH), National Information Technology Acquisitions and Assessment Center (NITAAC), through this procurement, provides a contract vehicle for acquiring a wide range of Information Technology (IT) products, services and solutions for the Institutes and Centers of the NIH and all other Federal Agencies. The focus is to proactively address issues deemed vital to the Federal Government and specifically to provide support to the Chief Information Officer (CIO) function in its critical role of helping the Federal Agency executive to deliver results (relative to program performance and costs) in the new millennium. This contract is intended to cover the gamut of IT efforts. The following 9 task areas and examples of the types of tasks included under each are listed below. Other IT tasks, as required, may be obtained under this statement of work.

Task Area 8 — Clinical Support, Research and Studies
  • The contractor shall operate and maintain IT systems, IT equipment, hardware, software, IT processes, and IT procedures that support Government clinical and research activities. The objective is to directly support researchers and clinicians by performing health care systems studies, and providing operational, technical, and maintenance services for the systems, subsystems, and equipment that interface with and are extensions to information systems. This task area provides support to intramural researchers (computational bio-science, etc.)

Task Order Steps for Service

1. CUSTOMER Defines the Requirement
Customer submits Task Order Requirements Package (TORP) to NIH
  1. Statement of Work (SOW)
  2. Customer & CO Points of Contact
  3. Independent Government Cost Estimate
  4. Proposal Instructions/Due Date (5 days after posted)
  5. Evaluation Criteria
  6. Fair Opportunity to Be Considered/Exception
  7. Funding Intentions (options)
2. NIH Posts RFP To Prime Contractors
  • NIH assigns CIO-SP2 Tracking Number & sends e-mails
3. CONTRACTOR(s) Submit Proposals to Customer
  • Proposals sent electronically (5 days after posted)
4. CUSTOMER Evaluates & Selects Contractor
Customer submits Solution Recommendation Document Package (SRDP) to NIH
  1. Revisions to TORP (if any)
  2. Copy of all proposals received
  3. Evaluation data for each proposal
  4. Source selected & rationale
  5. Identify Customer CO's Order Number
  6. Identify funding & separate NIH 1% Fee (maximum)
  7. Signature of Accountable Management Official (AMO) - Customer or CO
5. NIH Sends Customer NITAAC Approval Letter
  • Receipt of all documentation acknowledged by NIH
6. Customer CO Issues Funded Order to A-TEK
  • A-TEK begins work, bills maximum 1% Fee to forward, & sends copy of order to NIH
7. Task Order Closeout
  1. Customer completes Past Performance Evaluation Report
  2. A-TEK submits Report with Final Invoice
